fix(deploy): health-watch 사이드카 기동 실패 2건 수정

- compose 명령의 $((10#..)) 는 dash 미지원 → 재시작 루프. 선행 0 제거 후 정수 비교
- Jenkins 가 scripts/ 를 복사하지 않아 마운트 대상 health_watch.py 부재 → Created 상태로 정지
