chore: 미사용 Gitea Actions 워크플로 제거 — CI/CD는 Jenkins(NAS) 단일 경로

ubuntu-latest 러너가 없어 Waiting/Canceled로만 남던 ci-cd.yml 삭제.
빌드·배포는 Gitea Webhook → jenkins.shium.net → Jenkinsfile 로만 수행.
